Since 1919, Sna stands by Italian Insurance Agents’ side: 9.000 members, 121 provincial departments, 58 Agents Unions.

The Sindacato Nazionale Agenti di Assicurazione (Sna) was established in 1919 as Associazione Nazionale Agenti (Ana) and the present denomination was given in 1973; Sna has about 9.000 members 23.000 insurance agents working in Italy. Sna is composed of 119 provincial departments and 58 Agents Unions and it is the most representative agents iinsurance agents Italian organization; Sna recently has instituted the Unit Federation with Unapass, the aim being to constitute a single political organization.

The Sna defends Insurance Agents’ interests in all national and international institutional offices, everywhere and every time it is necessary to discuss critical issues to insurance agents and more generally to the insurance sector.

In accordance with the National Register of Insurance Agents aw (Legge 7 febbraio 1979, n. 48), the Sna is a members of appropriate Committee created in the Industry Trade and Craft Ministry.

The Sna has taken part in the Committee for the Survey on Distribution Channels of Insurance Products (Comitato per lo Studio dei Canali di Distribuzione dei Prodotti Assicurativi -Decreto Ministeriale 16-3-1989).

Since 1990, the Sna has been a member of the Confederazione Generale Italiana del Commercio, del Turismo e dei Servizi (Confcommercio), in the Comitato Nazionale Servizi sector.

The Sna is a member of Bipar’s (Bureau International des Producteurs d’Assurance et de Réassurance) Directorate (Consiglio Direttivo); Bipar is a confederation representing worldwide insurance agents and brokers before the national governments and supranational organizations (Cee, Onu, Efta, Ocse, GATT, and so on.).

Because of its role in protecting insurance agents’ interests, the Sna underwrites contractual agreements of national importance with Ania (Associazione Nazionale fra le Imprese Assicuratrici) and it undrewrites collective agreements with the Agency Employees Union Organizations.

The Sna management regularly consults the agent members through the Directorate (Consiglio Direttivo), the Central Committee (Comitato Centrale) and the Congress; every Agents Union (in Italy the purchasing agents of the same dealer are grouped in associations) defends the interest of its members before the dealer insurance Company and refers to the Union Presidents Committee (Comitato dei Presidenti di Gruppo).

The National President supported by two VP, leading the National Executive, guides the Sna.

Appropriate committees have to plan union actions and relate with associations or public and private organizations.

The Editorial Committee is charged with drawing up the bi-monthly Sna magazine “L’Agente di Assicurazione”, the twice-weekly Sna page in “Italia Oggi” and to write down articles for magazines such asAds, L’Agente di Assicurazione, Assicura, Assinews, Il Resto del Carlino.

The Sna offers a wide range of close-up services to its members: through an internal framework and external expert consultants, the Sna counsels agents about managing and leading or tax, legal and juridical issues; the Sna guides its members in starting up and closing down their businesses, helps them in their admission to the register and provides information about agreements with employees and co-workers and about national and international legislation.

The Sna especially works at customized assistance and protection provided to its members who have dispute with dealer companies on the one hand and with co-workers on the other hand; the Sna guarantees the promptness of this assistance thanks to the its delegations all over distributed the country.

A successful story
Independence and economical return for the agencies: here is the core of future union action

It is not easy to summarize in just a few words almost 90 years of activity carried out in very different historical moments; wich have modified the fundamental features of the profession. Anyway, we will try to highlight the Sna’s most significant results:

  • in 1939 the Sna underwrites in the first National Insurance Agents Agreement
  • on 10 October 1951 the Sna underwrites in the National Insurance Agents Agreement, with effectiveness Erga Omnes, wich is the foundation of later collective bargaining
  • on 24 June 1953 the Sna creates the National Welfare Fund Convention
  • on 29 November 1975 the Sna creates the Pension Fund for Agents
  • on 7 February 1979 the Insurance Agents Register is founded (law n. 48)
  • on December 1997 the Sna successfully manages the dispute with the Fondiaria Group, which had relieved some agents (Gavazzi Dispute),
  • on 27 February 1998, the Finance Ministry decrees the Sna’s national standing
  • on 9 July 1998 the Sna successfully manages the dispute regarding the regularization of co-agencies and the Finance Ministry gives recognition of the Sna’s positions
  • on 23 December 2003 the Sna underwrites the new National Insurance Agents Agreement with Ania
  • in 2003 the Sna create an equal board with Ania, to discuss agents’ independence
  • in 2005 the Sna obtains important changes Circular 551/D Isvap about the transparency of Life Insurance policies
  • in 2005 the Sna obtains important changes in to insurance the agents in the Codice delle Assicurazioni Private
  • on 28 September 2006 16.000 insurance agents – led by the Sna – go on strike to protest against Isvap’s decision to issue its Regulation enacting the Codice without first consulting the Sna and without the necessary negotiating table
  • on 4 July 2006 Minister Bersani issues a decree law to introduce independence for agents, but only for automobile insurance, to be applied from 1 January 2008
  • on December 2006 the Sna obtains from the Government a 30 day postponement for the implementation of the Isvap Regulation
  • on 27 January 2007, the Government issues a new decree law to introduce independence for agents in all Non-Life insurance, to be applied from 1 January 2008.
